4. By this means the number of posts in the

Cadet Service so privileged would continue to be seven as was the intention of the recommendation quoted.

5. The post of Head of the Sanitary Department

in my opinion carries at least as great responsibility as the posts of Superintendent of Imports and Exports or

Postmaster General and the decision as to which of the

seven posts should lose the privilege of acting salary can be postponed until the appointment of a Cadet Officer

as Treasurer makes such a decision necessary.

6. If this proposal has your approval I would

suggest that it should be effective from 28th June, the

date of Mr. Messer's retirement and of the appointment of

Mr. E. Taylor as Colonial Treasurer.

7. I would request that I may be favoured with

a reply by telegram to this despatch.
